The Elementary and Secondary School Emergency Relief (ESSER), part of the American Recovery Plan Act passed in 2021, provides financial assistance to states to address the impact of the COVID-19 pandemic. It stipulates that states must reserve at least 90 percent of the funding for local education agencies to help K-12 schools address learning loss and ensure student and staff safety, health, and social and emotional well-being.
